Academic Courses - New Public Management, Cooperation University Novi Sad – International Business School Styria
It was May 17th 2003 when the cooperation agreement was officially signed between the local Government of Styria and the University of Novi Sad for the joint development and foundation of an International Business School in Novi Sad under the brand of IBSS – International Business School Styria. The signers were Rector Prof. Dr. Fuada Stankovic (University Novi Sad), Rector Prof. Dr. Bernd Schilcher (IBSS, Graz) and Stephan Hochfellner, MA (Government of Styria)
It was then decided to develop an educational offer in “NEW PUBLIC MANAGEMENT” for communal decision makers and their assistants to enable them to actively respond to the challenge of social and economic change.
The concept does not present a course of which the modules are dependent from one another, but shall be understood as a composition of stand-alone modules in focus areas. Study tours to Austria will supplement some of the modules with experience exchange and excursions.
It has been agreed to jointly implement an MBA-course with emphasis on “Project Development and Project Finance” in Novi Sad as a midterm objective.
First clients to be addressed are the members of public administration from the Vojvodinian municipalities, members of the Vojvodinian local government and other institutional staff.
Blended learning methods will be offered, integrating lectures as well as interactive methods including e-learning tools and e-mail contact to trainers and tutors. All modules will be held by a Serbian and an Austrian lecturer (twin principle).
International accreditation is envisaged by the RICS – Royal Institution of Chartered Surveyors (once an MBA has been developed).
BLUEWATERS has developed the curriculum and the complete layout, including partnership and sustainable financing mechanisms, meeting the demand for project finance and project management of internationally funded projects. Procurement rules of international donor organisations and development banks, such as the WORLD BANK, EBRD, IFC, EIB and others, are being explained in hands-on classes.
New Public Management is an approach greatly appreciated within EU countries as it helps municipal staff to run their administration in a way that is perceived by the public as entrepreneurial. IBSS-courses will significantly contribute to supporting Serbian municipalities in the planning and implementation process of infrastructure investment projects as well as general administration and service issues.
